Minutes of Parish Council Meeting held on 9 January 2025

held at Moddershall Village Hall

  1. PUBLIC PARTICPIATION

No matters were raised by members of the public.

  1. APOLOGIES RECEIVED – ACCEPTANCE AND RECORDING OF APOLOGIES

Apologies were received and accepted from Cllr P Dimberline, Cllr M Horwell, Cllr A McCulloch and Cllr D Scrivens.

 

  1. RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN ANY ITEM TO BE DISCUSSED

No declarations of interest were made.

  1. APPROVAL OF MINUTES OF THE MEETING HELD ON 14 NOVEMBER 2024

The minutes of the Council Meeting held on 14 November 2024 were considered, APPROVED and duly signed as a correct record of the meeting.

  1. DISCUSS MATTERS ARISING FROM MINUTES NOT ON AGENDA
    • It was confirmed that an application had been made to the County Council for the installation of a bench on Church Lane.
    • Moddershall and Oulton cricket club have confirmed that the PC can hold a beacon lighting event at Oulton or Moddershall sites if required.
    • An update from the Right of Ways team confirms that a plan is being drawn up for the repair of the bridge at Burston but is being complicated by access problems and consideration of wildlife habitats.
  1. REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
    • County Councillors: A summary of the proposed changes to the structure of local government was provided.
    • Borough Councillors: The consultation for the Borough Council’s corporate plan was open for comment until 17th
  1. REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS
    • The details of the planning applications discussed in November, December and the start of January were duly considered and noted.
    • It was highlighted that the application for a drive through restaurant and charging stations on the A34 had been refused.
    • A summary of the meeting held by Aston By Stone residents regarding their opposition to the potential industrial development on agricultural land was provided.

 

  1. FINANCIAL MATTERS
    • TO DETERMINE THE PRECEPT AMOUNT TO BE REQUESTED FOR 2025/26
      • The meeting considered the discussion document and the budget requirements for the next financial year.
      • It was proposed, seconded and AGREED the precept amount to be requested should be increased to £18,074. Clerk to action.
    • RECEIVE AND APPROVE THE PAYMENTS AUTHORISATIONS REPORT

The Payments Authorisations Report, together with the income received in the last    period (November, December 2024 and the start of January 2025) were reviewed, APPROVED and signed by the Chairman.

  • RECEIVE AND APPROVE FINANCIAL STATEMENT AND BANK RECONCILIATION FOR THE LAST PERIOD
    • The financial statements for the period were received, reviewed and approved.
    • The bank reconciliations for the year ending 30 November and 31 December 2024 were received, approved and signed.
  1. RECEIVE CHAIRMAN’S ANNOUNCEMENTS

  1. TO REVIEW PROGRESS ON MATTERS REGARDING MODDERSHALL VILLAGE HALL
    • TO DISCUSS THE ADVICE/QUOTES REGARDING THE TERMS OF THE TRUST DOCUMENT

Quotes had been sought for a legal opinion on the powers of Parish Council as trustee of the village hall. A quote from Pickering & Butters of £2,810 (excl VAT) was considered – this included instructions and advice from Counsel. Due to reduced attendance at the meeting, it was agreed that in principle the advice should be sought but agreement for the spend should be confirmed at the next meeting.

  • TO DISCUSS FURTHER REPAIRS AT THE VILLAGE HALL

It was noted that a step outside of of the fire exits required work and that a minor repair to external wood was also required. It was AGREED to undertake these works.

 

  1. TO CONSIDER QUOTE TO CLEAR THE AREAS AROUND THE NEW GRIT BINS

A quote for £75 to remove excess salt, soil and to level out the areas around the grit bins was considered. It was AGREED to move forward with the work as set out in the quote.

  1. TO CONSIDER GRANT APPLICATION FROM KATHARINE HOUSE HOSPICE

The grant application from Katharine House Hospice was considered. It was AGREED that, as the application was a general request for funds and was not a project directly benefitting residents of the Parish, the request should be refused on this occasion.

  1. TO DISCUSS FLOODING ON NICHOLS LANE
    • Nichols lane has significant periods of flooding covering the entire road and on 2 occasions the flood waters have partially frozen causing dangerous driving/walking conditions.
    • The gully in the flooded area is now completely blocked by soil, despite being emptied in October.
    • It was AGREED that the Oulton Cllrs should make contact with the farmer of the field(s) adjacent to the lane to determine whether any measures/action could be taken to reduce the run off from the fields.
  1. TO DISCUSS PROCEDURES FOR REPORTING HIGHWAY INCIDENTS OUT OF HOURS.                   The recent storm where numerous trees blocked or partially blocked roads in the Parish occurred on a weekend and clarity was sought on the reporting road incidents out of hours:

– For A-roads and motorways, incidents should be reported to National Highways.

– If trees have fallen, or are likely to, and pose a risk to life or significant damage to property, report this via 999 immediately.

– For all other issues, the issue should be reported to the County Council via their online service (which has now been updated for out of hours emergencies). If this is not possible the out of hours number 0300 111 8000 should be used.

  1. CONFIRMATION OF CIVIC AMENITY DATES FOR OULTON

Civic amenity visits will take place at Oulton Village hall on Saturday 22 March 2025 and Saturday 4 October 2025.

  1. RECEIVE THE CLERK’S REPORT – CORRESPONDENCE RECEIVED AND PROGRESS REPORT ON MATTERS NOT ON THE AGENDA

  1. AGREE THE DATE AND TIME OF NEXT MEETING

The next Parish Council Meeting will take place on Thursday 13 March 2025 at Moddershall Village Hall.
